The application opens each year on the second Monday in January (January 11, 2027) and credits are first-come, first-served under a $5 million statewide cap.

For construction projects (including design and engineering), the project must be located within an eligible county. For non-construction projects, the project’s scope of work must primarily benefit eligible counties, and stakeholders representing those eligible counties must be directly engaged in the project.
