Eligible applicants under the FY25 Disaster program include a(n): District organization of an EDA-designated Economic Development District (EDD); Indian tribe or a consortium of Indian tribes; State, county, city, or other political subdivision of a state, including a special purpose unit of a state or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions, institution of higher education or a consortium of institutions of higher education; public or private nonprofit organization or association acting in cooperation with officials of a political subdivision of a state; an economic development organization; or a public-private partnership for public infrastructure. EDA is not authorized to provide grants or cooperative agreements to individuals or for-profit entities under this NOFO. Applications from individuals or for-profit entities will not be considered for funding.

Tourism Advertising Promotion (TAP) Grant
Non-matching grants of $1,000 to $10,000 for marketing tourism-related events in South Dakota (festivals, rodeos, powwows, concerts), open to tourism businesses, events, communities, chambers of commerce, visitor bureaus, tribes and DMOs. The FY27 window was March 2-31, 2026; the next round is expected around March 2027.

South Dakota's main low-interest state loan (current base rate 3%) for start-ups, businesses expanding or relocating in the state, and local economic development corporations, for land, site work, buildings, and machinery and equipment. Requires at least 10% equity and a shared first lien; applications go to the state Board of Economic Development.

About Hot Springs Chamber of Commerce
So Much to Soak In!
The Hot Springs Chamber of Commerce serves the City of Hot Springs in the southern Black Hills of South Dakota. Its aim is "to build community and improve both commerce and quality of life by adding value as we advocate, educate and support our members." The Chamber states that in its activities it "shall be non-partisan and non-sectarian," and it also operates the seasonal Historic Union Depot Information Center and publishes visitor guides for the area. Mission: The Hot Springs Chamber of Commerce serves as a champion for promoting Tourism and advancing the commercial, industrial, agricultural and general interest of the City of Hot Springs.Read more
