The project of an eligible applicant must be able to meet area eligibility requirements to be considered for funding under this Disaster Supplemental NOFO. Such eligibility is predicated upon the project being located in or primarily serving one or more communities impacted by Hurricanes Ian and Fiona, and of wildfires, flooding, and other natural disasters occurring in calendar years 2021 and 2022. More specifically, consistent with 13 C.F.R. parts 301 and 307, EDA will determine area eligibility pursuant to the applicable Federal disaster declaration under the Stafford Act, and the Federal Emergency Management Agency (FEMA) designation of areas as eligible for public assistance or individual assistance due to the declared disasters listed on FEMA’s website (www.fema.gov/disaster/). For construction projects (including design and engineering), the project must be located within an eligible county. For non-construction projects, the project’s scope of work must primarily benefit eligible counties, and stakeholders representing those eligible counties must be directly engaged in the project.

Eligible applicants under the FY25 Disaster program include a(n): District organization of an EDA-designated Economic Development District (EDD); Indian tribe or a consortium of Indian tribes; State, county, city, or other political subdivision of a state, including a special purpose unit of a state or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions, institution of higher education or a consortium of institutions of higher education; public or private nonprofit organization or association acting in cooperation with officials of a political subdivision of a state; an economic development organization; or a public-private partnership for public infrastructure. EDA is not authorized to provide grants or cooperative agreements to individuals or for-profit entities under this NOFO. Applications from individuals or for-profit entities will not be considered for funding.

Up to 50% reimbursement (max $250,000 per round; $3,500,000 per round) for New Jersey employers — or employer organizations, chambers-type business organizations and training providers serving an industry consortium — to train current full-time frontline employees; Round 2 Letter of Intent due January 8, 2027 at 12:00 noon, IGX registration by January 22, 2027, application due February 24, 2027 at 12:00 noon.

The grant program is open to the following New Jersey applicants: Single employers seeking to train their employees in skills needed for jobs in all industry sectors. Employees are required to have been working full-time with the employer for at least six months. An employer organization, labor organization, community-based organization, or faith-based organization; secondary (middle school and high school), post-secondary school (public and private colleges, universities, technical schools, and vocational schools that offer certificates, diplomas, or degrees) or a training provider seeking to meet the collective training needs of an industry-specific consortium of employers for jobs in all industry sectors. DCED grants of $10,000 to $500,000, funded by Philadelphia casino license fees, for economic development, neighborhood revitalization and community improvement projects in the City of Philadelphia. Community development corporations, economic development organizations, redevelopment authorities, business and neighborhood improvement districts and 501(c) nonprofits located in Philadelphia can apply. Applications are accepted each year from December 1 to January 31, and there is a $100 non-refundable application fee.
